Free life-saving medicines are lacking in hundreds of health facilities

Nepal Health News, Kathmandu – A severe shortage of essential, life-saving medicines—meant to be distributed free of cost—has been observed in hundreds of health facilities across Nepal. According to details published in the 62nd annual report of the Office of the Auditor General, by the end of Ashoj 2081 (mid-October 2024), most of the 98 types of life-saving medicines were found to be unavailable.

The report highlights that essential medicines like paracetamol, albendazole, oral rehydration salts (ORS), metronidazole, and iron tablets were missing in dozens of health centers. This situation violates the Government of Nepal’s Health Policy 2076 and the Public Health Service Regulations, which mandate the free availability of 98 essential medicines at all levels of health institutions.

Causes of Medicine Shortage

The main reason for the disruption in health services is the failure in the supply system. Experts point out that poor coordination between federal, provincial, and local governments, delays in procurement processes, and weaknesses in budget management have all contributed to the irregular supply of medicines.

The report also mentions that due to the lack of transparency in procurement, expired medicines have been sent to certain areas, and the weak distribution system has further hindered effective medicine delivery.

Numbers and Accessibility

Though the government’s plan includes free medicine distribution through 7,599 health institutions nationwide, many facilities—from health posts to district hospitals—do not have stock of the required medicines. This has forced citizens to rely on private pharmacies even for basic treatment.

Lack of Accountability

Local governments and subordinate institutions have failed to maintain proper records related to medicine distribution. As a result, concerns have been raised regarding the transparency and accountability in the use of government resources.
