Unified Health Science Bill in Parliament, all health institutions across the country now under a single law

Nepal Health News, Kathmandu:The Integrated Health Sciences Academy Bill, 2082 has been presented in the Federal Parliament with the aim of making Nepal’s health education and services more quality-driven, coordinated, and effective.

This bill seeks to bring the various health science academies across the country under a single legal framework, aiming to integrate their management, education, research, and healthcare delivery.

According to the bill:

A new institution named the Nepal Academy of Health Sciences will be established, with its head office in Kathmandu. This academy will conduct advanced studies, training, and research in areas such as medicine, Ayurveda, public health, and more. The bill clearly defines the structure and scope of work of associated hospitals, research centers, and educational institutions.

Key provisions of the bill:

  • The Prime Minister will serve as the patron of the academy, while the Minister of Health will be the vice-patron.

  • Separate boards will be formed for policy-making, budgeting, curriculum development, and implementation — namely the General Assembly, Academic Council, and Executive Council.

  • These bodies will oversee key responsibilities including scholarship distribution, degree conferral, awards, curriculum approval, faculty appointment, and hospital management.

  • Existing institutions like Patan, Karnali, Pokhara, Yakpa, Koirala, and Yangja medical institutes will automatically fall under this new law.

  • The bill also outlines clear provisions regarding agreements with foreign entities, as well as grants, loans, and health worker management.

Aiming for major health sector reform:

The bill targets the elimination of duplication, grievances, and political influence currently observed in the health education and service sector. The government has introduced this as a comprehensive act, encompassing policymakers, educators, students, and hospital administrations.

According to the government, once this bill is passed, the quality of Nepal’s health education will align with international standards, and equal access to services will be ensured.
